Column Jacketing and Structural Strengthening of Old Buildings in Delhi: Methods, Limits, and When to Rebuild

Column jacketing is the strengthening of an existing reinforced concrete column by casting a new layer of reinforced concrete around it, with new vertical bars and closely spaced ties, so that the old column and the new jacket carry the load together. It is one of the two common methods of strengthening RCC structures named in the CPWD's repair handbook, and it is used where columns are corroded, under-sized for a floor that was added later, or too weak for the earthquake loads the code now expects. It works when it is designed by a structural engineer, carried down to the foundation and built with the load taken off the column first. It fails, quietly, when it is treated as thick plaster. This guide explains when jacketing is the right answer, how it is done, how it compares with steel plates and fibre wrap, what decides the cost, and when the better decision is to rebuild.

When Does a Building Need Strengthening, Not Just Repair?

The Ministry of Home Affairs' guide on condition assessment of buildings for repair and upgrading draws the line clearly. Rehabilitation means repairing a damaged building without upgrading its resistance; retrofitting means upgrading the safety of a damaged or deficient building. Patching spalled concrete over rusted bars is repair. Jacketing is strengthening, and it is called for when the assessment finds that members are deficient, not just damaged: concrete far weaker than the design assumed, bars that have lost section to corrosion, columns carrying more floors than they were built for, or a frame that does not meet seismic requirements. Delhi falls under seismic zone IV, and clause 9.2.1 of the Unified Building Bye-Laws for Delhi 2016 says that before any seismic strengthening or retrofitting, the evaluation of the structure 'shall be carried out by a Structural Engineer'. So the sequence is fixed: a structural audit first, the engineer's strengthening design second, the contractor third.

How Does RCC Column Jacketing Work?

The Central Public Works Department's Handbook on Repair and Rehabilitation of RCC Buildings (copy here) describes the principle: a reinforced concrete jacket makes the member substantially larger, which adds stiffness and is the better solution where columns are slender, and the design 'is based on composite action between the old and the new work'. That last phrase is the whole subject. The new jacket can take load only if it is bonded to the old column, so the handbook calls for a perfect bond between old and new concrete 'by providing shear keys and effective bond coat with the use of epoxy or polymer modified cement slurry'. It also raises the question every engineer has to answer for an old building: if the old concrete is weak, porous and already deteriorating, should composite action be abandoned and the jacket designed to carry the entire load? The handbook leans towards designing it that way, with detailing that ensures the load transfers to the jacket if the old concrete fails.

What Are the Steps on Site?

Propping comes first: the beams and slabs around the column are supported on adjustable props so that the column is relieved of load while it is worked on, and the engineer decides how many columns may be opened at one time. The plaster and all loose, cracked or carbonated concrete are removed down to sound material. Exposed reinforcement is cleaned of rust, bars that have lost too much section are supplemented, and the steel is given an anti-corrosive treatment. The surface is roughened, and shear keys or dowel bars are drilled and fixed into the old column. The new cage goes around it: vertical bars anchored into the foundation below and carried through the slab above, with ties at close spacing. A bond coat is applied just before concreting. The jacket is then cast in tight formwork with a free-flowing micro-concrete or a small-aggregate mix that can be placed in a section only a few inches thick without honeycombing, and it is cured properly before the props come out. Where the foundation is part of the problem, the footing is enlarged in the same operation.

What Are the Alternatives to RCC Jacketing?

Steel plate bonding fixes plates or a steel cage to the member with epoxy and anchor bolts. The CPWD handbook prefers it where enlarging the members would affect headroom, windows, doors and fixtures, recommends mechanical anchorage because epoxy alone is prone to premature debonding, and notes that the cost difference between plate bonding and RC jacketing 'is not significant', so the choice should follow the building and not the price. The steel then needs fire and corrosion protection. Fibre wrapping, with carbon or glass fibre sheets bonded around the member, adds confinement and shear capacity with almost no increase in size and very little disruption, which suits occupied buildings, but it depends on sound concrete underneath and does little for a column that needs more cross-section. Beams are strengthened the same three ways. Walls, slabs and foundations have their own methods. Most real schemes combine them, and the engineer's drawing says which goes where.

What Decides the Cost of Column Jacketing in Delhi?

We do not publish a per-column rate, because a number quoted without the engineer's drawing is a guess, and a low guess gets recovered later in extras. The cost moves with the number of columns and how many storeys each runs through; the jacket thickness and the steel the design calls for; whether footings have to be exposed and enlarged; the propping needed and how long it must stay; the micro-concrete and bonding materials specified; whether the building stays occupied, which slows everything and restricts working hours; and the making good afterwards, since every jacketed column means broken flooring, plaster, paint and sometimes joinery around it. Ask for a quote built from the engineer's bill of quantities, with propping, breaking, debris removal and finishing shown as separate lines. Where Does Jacketing Go Wrong?

In five ways that are all invisible once the plaster is on. Jacketing only the length of column that is easy to reach, so that the strengthened part hands its load to an unstrengthened part at the floor or the footing. Skipping the props, which means the jacket carries nothing until the old column has shortened further. Casting over active corrosion without treating the steel or stopping the water that caused it, so the rust carries on under the new concrete. Using ordinary site concrete in a thin section, which honeycombs. And skipping the shear keys and bond coat, which leaves a sleeve around the column and not a composite member. Each is cheaper and faster than doing it properly, which is why the engineer who designed the jacket should inspect the cage and the surface preparation before every pour.

When Is Rebuilding the Better Decision?

The assessment guide's third category is the building that 'is badly damaged' and is to be demolished and rebuilt. Short of that, the judgment is economic. Strengthening makes sense when the deficiency is limited to identifiable members, the foundations are adequate, and the building is otherwise the one you want. It stops making sense when most columns on most floors need jackets, when the foundations need underpinning throughout, when the building also has unauthorised floors that must come down in any case, or when the plot would now be allowed a larger and better-planned house than the one standing on it. Does Strengthening Need Permission, and When Can It Be Done?

Clause 2.0.1(d) of the bye-laws lists 'rehabilitation/repair of fallen bricks, stones, pillars, beams etc.' among the works that need no notice or building permit, provided they do not violate the provisions on structural stability and fire safety and do not change the built-up area. Whether a full strengthening scheme stays within that is a question for your architect, particularly if column sizes grow into a setback or a parking bay. On timing, breaking out old concrete is dusty work. Under GRAP Stage III demolition stops across the NCR, along with plaster work other than minor indoor repairs, so the breaking and re-plastering stages belong in October, before the air turns, or after the restrictions lift; our GRAP construction guide has last winter's dates. A society or school should plan strengthening for the months when the building can be partly vacated.
